The posting will be used to fill multiple positions***** As a Human Resources Director you will supervise HR staff, lead and manage human resources functions, and to participate, as part of the Direct Care and Treatment (DCT) business line teams, in strategic planning, program evaluation and assessment and operations management. In this position you will: + Have access to labor relations information as defined in M.S. 13.37 + Participate in meetings where Department of Human Services (DHS) and state labor negotiations proposals are discussed and evaluate provides data and information to labor negotiations as it relates to workgroup, job allocation, and selection issues. + Prepare written proposals for presentation at collective bargaining with other members of the Human Resources/Labor Relations function as needed. + Manage labor relations activities so that effective working relationships between management and labor are established and maintained; conduct DHS-wide activities as requested + Lead the human resources programs and services for the assigned business line, so that acquisition, deployment, development, re-deployment, and quality of staff and personnel services reflect and support the missions and core values of DHS and DCT **Minimum Qualifications** + Leadership experience: Demonstrated leadership experience may include any of the following: + Experience as a supervisor, team lead, lead worker, OR project lead* + Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI), L4, etc. + Completion of a similar or equivalent leadership development program through another organization + A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include: + 1+ years of identifying issues, goals, and strategic actions + 100+ hours per year time commitment **AND** Three years of experience demonstrating the following human resources competencies: + Labor and/or employee relations (examples: contract/pay plan administration and interpretation, mediation, negotiations, union relations, employment law, employee engagement and retention) + Strategic planning (examples: organizational development, workforce planning, Strengths/Weaknesses/Opportunities/Threats [SWOT] facilitation) or other goals/measurements + Management consultation (examples: organizational analysis, employee performance management, corrective/disciplinary action) + Application of personnel-related laws and policies (examples: Fair Labor Standards Act [FLSA], Family Medical Leave Act [FMLA], Americans with Disabilities Act [ADA], Minnesota Government Data Practices Act (MGDPA), Workers’ Compensation, Equal Opportunity, Affirmative Action) Completion of a Bachelor Degree in Human Resources, Organizational Development, or related field will substitute for one year of experience Completion of an Associate Degree in Human Resources, Organizational Development, or related field will substitute for 6 months of experience **Preferred Qualifications** + Variety of experiences working effectively with others from different backgrounds and cultures. + Human resources experience in a health care setting + Human resources experience in a 24/7 direct care operation **Additional Requirements** To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
