The agency oversees the state's programs for apprenticeship, construction codes and licensing, dual-training pipeline, occupational safety and health, wage and hour standards, workers' compensation and youth skills training programs. This job posting will be used to fill three (3) State Program Administrator Senior positions. This position offers an exciting opportunity to educate and engage with diverse stakeholders throughout Minnesota on behalf of the Labor Standards Division of the Department of Labor and Industry. The Labor Standards Division exists to ensure compliance with worker protection laws at Minnesota’s workplaces for all workers. The Labor Standards Division offers a hybrid work environment which includes telework days and in office days at DLI’s office in St. Paul, Mankato, St. Cloud, Rochester, or Bemidji. This position will require travel throughout the state to perform education and engagement activities with employees, employers, labor unions, employer associations, community-based organizations, and other stakeholders. With oversight and direction from the Education and Engagement Supervisor, this position will perform education and engagement activities related to the laws under the Division’s jurisdiction, including the Minnesota Fair Labor Standards Act (M.S. Chapter 177), the Minnesota Payment of Wages Act (M.S. §§ 181.01 - 181.217), the Women's Economic Security Act (M.S. §§ 181.939 - 181.944), the Earned Sick and Safe Time law (M.S. §§ 181.9445 – 181.9448), the Minnesota Child Labor Standards Act (M.S. Chapter 181A), the Minnesota Prevailing Wage Act (M.S. §§ 177.41 – 177.435), various laws that impact specific industries or workforces, including agriculture, food processing, construction, and nursing homes, associated retaliation provisions of the aforementioned laws, corresponding Minnesota Rules Chapter 5200, and other labor and employment laws over which the legislature may provide compliance authority to the Labor Standards Division. Responsibilities include: · Perform outreach, education, and engagement services for diverse stakeholders, including employees, employers, labor unions, employer associations, community-based organizations, and others, regarding the services the Division offers and the laws the Division enforces; foster and maintain relationships with these diverse stakeholders. · Develop and draft educational materials regarding the laws the Division enforces to serve the needs of employees, employers, and other stakeholders. · Track the education and engagement-related activities of the Division. · Perform other duties as assigned. **Minimum Qualifications** + Two (2) years’ experience* providing education to and engaging with diverse stakeholders related to employment law, labor law, civil rights law, immigration law, worker protection laws, or other related laws, which could include the Minnesota Fair Labor Standards Act, the Minnesota Payment of Wages Act, the Women’s Economic Security Act, the Earned Sick and Safe Time law, the Minnesota Child Labor Standards Act, the Minnesota Prevailing Wage Act, or any other comparable local, state or federal laws. * Experience includes internships, fellowships, volunteering, and work experience that is directly related to the job duties. ** Doctorate degree may substitute for two years of experience; Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associate’s degree may substitute for six months of experience. · Cultural competency skills to communicate effectively with individuals from a wide range of backgrounds who may not share the same culture, ethnicity, language, or other common experiences. · Valid driver’s license for education and engagement-related travel. Experience must demonstrate the following: · Ability to create and execute an outreach, education, and engagement plan. · Ability to track and report education and engagement activities. · Written and verbal communication skills sufficient to present information in an accurate, clear, and concise manner to a variety of audiences. · Human relations skills sufficient to develop and maintain productive working relationships with diverse stakeholders, such as employees, employers, labor unions, employer associations, and community-based organizations. **Preferred Qualifications** · · Experience working in low- or lower-wage industries or working for organizations or other entities that serve those working in those industries. + Fluency (reading, writing, speaking) in a language other than English (Spanish, Somali, Hmong, Karen or ASL). **Additional Requirements** It is the policy that all final candidates submit to a background investigation prior to employment.
